I am working with Orale RDNMS 12.x.
The dbms_sqltune package is part of the Tuning Pack license.
does someone know if dbms_spm is also part of this pack or not?
Generally speaking does someone knpw what packages are part or not of the Tuning Pack?

Yes. But some portion of this package can be used without Tuning Pack license if you're using EE in premise.

From a pratical point of view that's a bit fuzzy.
I guess that if a component is not mentioned either package or view, than it is free for use.

if you don't have Diagnostic & Tuning pack licenses, then you should turn off both:

ALTER SYSTEM SET CONTROL_MANAGEMENT_PACK_ACCESS=NONE SCOPE=BOTH SID='*';
