Oracle Resource Manager is an Enterprise Edition feature so you need the appriopiate license.

SQL baseline:
The Oracle optimizer is a very intelligent piece of work.
It is based on table and index statistics.
So if the statistics change over time the behaviour of the optimizer also changes.
In order to have more control over this behaviour Oracle has invented 'SQL baseline plans'.
The idea is to register 'good' plans for every SQL statement.

Resource Manager:
A database may be used day or night.
It may even be used in the weekends.
If it's an OLTP system or a DSS system:
Over time some groups of users are active while others are not (backup is also a user).
Resource Manager is a DBA tool to guarantee a minimum of resources to groups of users over time.
