hmm....there is a known CLOB bug in 12.2, refer to this thread:

If you originally inserted data to CLOB via JDBC Thin driver, you now have a corrupted data in the CLOB. Apparently this does not affect JDBC-OCI/OCI clients.
If you experience the same issue while using SQL*Plus to insert CLOB and your client NLS_LANG is correct in the relation to client OS regional settings, then I think you hit some sort of variation of the bug...open SR at MOS.
