Os info: Redhat7
Oracle info: Oracle
Message: Dear Friends,

Database load is going on single RAC node and OS load avg is showing value >=500.

Ctss process is running on observer mode.I already renamed ntp.conf file and bounced the clusterware services on both the nodes

I) chrondy service also disabled
II) NTP service is disabled.

But it is still runing on observer mode
$ crsctl check ctss
Cluster time synchronization service is in observer mode.

It should run on active mode if ntp is disabled.

Please help me to resolve this issue.
