Oracle info: 11.2.04
Error info: ERROR:
ORA-04021: timeout occurred while waiting to lock object
ORA-01013: user requested cancel of current operation
Message: Hi,
when I tried to connect with one of the application user name and password that session getting hand and throw error like below. but when I tried to login with my own username(no DBA privs) and password its connect immediately.

* i got this error after 40mins of wait.

I dont see any trigger created to monitor or not allow to connect this apps user.

if I understand, you have something like:
 start application with account ramesh -> OK
 start application with account bruno -> KO after 40 minutes
 start sqlplus with ramesh or bruno -> OK

Then the issue has to be searched inside the application...
Idea: set up a trigger fired on logon that put a trace on the session, hopefully this will reveal what the application does or tries to do when connected as "Bruno" (and you might compare with a trace when connected as "Ramesh")

Or have I misunderstood what you explain with the service stopped and <<same credentials connected immediately but no connection from application>>?
