For 32-bit support you (also) need to install the 32-bit client.

You can install multiple Oracle Client on the same machine.
Each Oracle client installation has is own Oracle Home folder.

actually, you can't go wrong with the client side. Developer6i ships with 32-bit SQL*Net client that *must* be used, because it's patched specifically for Developer Runtime (as far as I can remember Developer6i depends on SQL*Net client releases 8.0.5 - 8.06, depending on Dev6i patchset level).

The problem here is that Windows 10, especially recent versions, is perhaps too much for ancient Developer6i. For start you can try to set compatibility mode for report runtime exe binary to Vista (the earliest level you can set on Windows 10).

here is one example of hacking runtime together (installing the patchset 17 but downgrading two libraries to patchset 3 to fix communication between forms and reports, and you needed patchset 17 for stable runtime on XP)...

...just to illustrate how messy things can go.
I was hacking Forms/Reports runtime for over 15 years (Win7 64-bit being the last OS), and I'm glad that this is over for me, Forms/Reports RIP :)
