I have been trying to upload a 1.3 GB file to my support but with no success.

I also tried using cURL but I get url: (7) Failed to connect to transport.oracle.com port 443: Timed out.

Message: Hi Tso,

MOS doest not have a maximum file size, your internet connection needs to be stable.
I remember being succesful with a file slightly larger than 1 GB.

You can retry the operation
You can split the file using compression technique
You can place the file in a cloud and then send a link

HTH, Philip
