Hi,
User is facing below error when trying to connect the DB from windows server.
Status : Failure -Test failed: IO Error: The Network Adapter could not
establish the connection (CONNECTION_ID=2kPcnr/vSuuJ7l7uXdX3LA==)

The DB server has 2 nodes. The user is saying he started facing this issue from 24th August.
The issue occurred when datacentre was rebooted.
The user says when he tries to connect the DB thru scan ip thru sql developer
he is facing below error and application is slow as well.
Status : Failure -Test failed: IO Error: The Network Adapter could not
establish the connection (CONNECTION_ID=2kPcnr/vSuuJ7l7uXdX3LA==)
But when he tries to connect the DB thru individual node ip's he is able to connect the DB thru sql developer.
The user also said, he didn't face this issue before 24th of August.
LAN and Firewall teams confirmed there is no issue from their side and there is no loadbalance issue as well.
Could you please suggest from your side.
