That is very strange. In my 10.2.0.4 database on Win32 I have no problem like you. Besides, the bug refers to the case where an existing package becomes invalid due to a change on an underlying table. With a clean install of plato, the tables are created first and then the packages are created. Are you sure nothing existed in the current schema that has 'PLATO' in its name? Have you tried installing it in a separate schema (not SYS or SYSTEM)?
